The Council considers the Illuminated Intermittent Digital Display Screen, by virtue of its position on the shop front of the premises would have an adverse impact on the visual amenity of the surrounding area and would harm the character and appearance of the Rotherham Town Centre Conservation Area. Accordingly, the proposals are contrary to Local Plan Policies SP41 ‘Conservation Areas’ and SP60 ‘Advertisements’ and guidance contained in SPD No.6 ‘Shop Front Design Guide and in the National Planning Policy Framework.
