The Council considers that the proposed extension constitutes inappropriate development in the Green Belt and would have a detrimental impact on the openness of the Green Belt. No very special circumstances have been demonstrated to overcome this and other harm caused and as such the proposal is contrary to Local Plan Policies CS4 Green Belts and SP 2 Development in the Green Belt, and the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and whilst the applicant did make amendments through the determination process they were still not make the scheme acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
