The Council considers that the proposed single storey front extension would result
in an unacceptable impact on the neighbouring properties amenity at No. 12. It
would cause an unacceptable level of loss of light and overbearing impact on the
neighbour at no 12 and would be contrary to Local Plan Policy SP55 ‘Design
Principles’ and the Rotherham adopted Supplementary Planning Document -
‘Householder Design Guide’.

The proposed extension would result in the removal of the front bay window and is
of a poor design which is out of character with the host property which would
significantly change the front elevation of the existing property. The extension
would be materially detrimental to the character and appearance of the host
dwelling and the visual amenity of the street scene. Accordingly, the proposal is
contrary to the National Planning Policy Framework, Policies CS28 ‘Sustainable
Design’ and SP55 ‘Design Principles’ of Rotherham’s adopted Local Plan and the
Rotherham adopted Supplementary Planning Document - ‘Householder Design
Guide’.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local
Planning Authority. Discussions during the determination of the application have
identified that it is not possible to support a scheme of this nature nor would any
amendments make it acceptable. It was not considered to be in accordance with
the principles of the National Planning Policy Framework and resulted in this
refusal
