The Council considers that the new dwelling does not have sufficient regard to the traditional character of the surrounding area, the majority of which are of a regular scale with a majority brick form. The modern design with its asymmetrical roofline, inbuilt front and rear dormer windows and large element of glazing is considered to be at odds with the surrounding character and will result in an unacceptable visual impact on the street scene in conflict with Local Plan policies CS28 Sustainable Design, SP55 ‘Design Principles’ along with paragraph 131 and 139 of the NPPF which advocates good design principles which have full regard to the character of the surroundings.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst some amendments were submitted during the determination of the application, these did not go far enough to fully overcome the LPA's concerns and it is not possible to support a scheme of this nature. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
