The proposed fencing by virtue of its height, length, siting and appearance in a prominent position would introduce an incongruous feature which would be clearly visible within the street scene and would be detrimental to the appearance of the host property, scene and character of the area in general. As such the development is contrary to Local Plan policies CS28 ‘Sustainable Development’ and SP58 ‘Design Principles’, as well as the Council’s SPD Householder Design Guide’ and the NPPF.

Visibility at the junction of Finch Rise and The Chase would be severely restricted in a north easterly direction by the proposed wall, such that the driver of a vehicle leaving the minor road (Finch Rise) must emerge into the major road (The Chase) before an acceptable degree of visibility is available.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
