The Council considers that the height and scale of the proposed garage would appear highly visually obtrusive and have an overbearing impact on the streetscene of Main Street, harming the character and appearance of the Ulley Conservation Area and the wider setting of the adjacent Grade II Listed Building known as Ulley Grange. As such, the proposals are contrary to Local Plan Policies Policy SP40 ‘Listed Buildings’, SP41 ‘Conservation Areas’ and CS23 ‘Historic Environment’ as well as the Supplementary Planning Document – ‘Householder Design Guide’ and would also be in direct conflict with the requirements outlined within the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It was considered that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
