The Council considers that the size and design of the proposed single storey rear extension harms the architectural and historic and vernacular character of this Grade II Listed former agricultural building by harming the original design concept of the flat façade and overly domesticating the property. Furthermore, the extension would harm the setting and the overall character and appearance of this important grouping of designated heritage assets by diminishing the agricultural character of the property and the wider site. It is considered that this harm to the character and appearance of the property and the wider site would lead to less than substantial harm to the special character and appearance of this Grade II Listed Building and the wider setting of this grouping of designated heritage assets and would fail to preserve or enhance the Letwell Conservation Area. As such, the proposed extension is contrary to Local Plan Policies CS23 ‘Valuing the Historic Environment’, SP40 ‘Listed Buildings’ & SP41’Conservation Areas’ as well as advice contained in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It was considered that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
