The Council considers that use of the site for B2 Use (collection and processing of
waste plastics through shredding, separating, washing, drying, moulding, colouring,
and packaging) has an unreasonable noise impact on the amenity of nearby
residential properties. The mitigation measures identified are not considered
sufficient to prevent undue disturbance. Accordingly, the Council does not consider
that the applicant has submitted sufficient evidence to demonstrate that the site can
operate in accordance with Local Plan Policy SP52 ‘Pollution Control’.

Enforcement action has been authorised requiring the cessation of the current use of the site for general industrial purposes, within a compliance period of 1 month, and, where appropriate action not taken within relevant timescales, Prosecution Action be pursued.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have requested additional information and clarifications. However the mitigation measures proposed and implemented to date have proven insufficient to prevent undue disturbance. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
