Conditions / Reason for Refusal: Having regard to the above it is concluded that the proposed development would not constitute inappropriate development in the Green Belt. Furthermore, given its size, scale, form, height, volume and design it would not have an adverse impact on the host property or the immediate surrounding area and given the siting of the neighbours extension it would not adversely affect the amenity of neighbouring residents. The development therefore complies with the requirements of the NPPF, adopted Rotherham Local Plan and the adopted Rotherham SPDS ‘Development in the Green Belt’ and ‘Householder Design Guide’. Accordingly, the application is recommended for approval subject to conditions. Conditions 01 The development hereby permitted shall be commenced before the expiration of three years from the date of this permission. Reason In order to comply with the requirements of the Town and Country Planning Act 1990. 02 The permission hereby granted shall relate to the area shown outlined in red on the approved location plan and the development shall only take place in accordance with the submitted details and specifications and as shown on the approved plans: Site and Location Plan 974-A1.1A received 27.05.2024 Proposed Plans 974-A3.1 received 07.06.2024 Reason To define the permission and for the avoidance of doubt. 03 The materials to be used in the construction of the external surfaces of the development hereby permitted shall match those used in the existing building and stated on the approved plans. Reason In order to ensure a satisfactory appearance in the interests of visual amenity. Positive and Proactive Statement Whilst the applicant did not enter into any pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and did not require any alterations or modification
