The proposed solar panels and associated plant represent inappropriate development in the Green Belt and would by definition, harm the openness of the Green Belt in this rural location. The applicant has failed to demonstrate very special circumstances which would overcome the harm by way of inappropriateness or that alternative and less harmful forms of renewable energy generation could be utilised at this site. As such, the proposal is contrary to policies CS4 ‘Green Belt’ SP2 ‘Development in the Green Belt’ as well as guidance contained in the NPPF.

The proposed solar panels and associated plant would harm the setting of the Grade II Listed Building known as Moat Barn. The applicant has failed to demonstrate the public benefits which would outweigh this harm and has failed to explore alternative and less visually harmful alternatives for renewable energy generation at this site. As such, the proposal is contrary to policies CS23 ‘Valuing the Historic Environment’ and SP40 ‘Listed Buildings’ as well as guidance contained within Historic England Advice Note 18 ‘Adapting Historic Buildings for Energy and Carbon Efficiency’ and guidance contained in the NPPF.

POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
