The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.
Reason
In order to comply with the requirements of the Town and Country Planning Act 1990.

The permission hereby granted shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications and as shown on the approved plans (as set out below)

To define the permission and for the avoidance of doubt.

Prior to any external alterations being made to the property, details of materials and samples of all external materials shall be provided to the Local Planning Authority for consideration and approval. These shall include rainwater goods and window details including the final colour treatment of the windows. The development shall proceed in accordance with the approved details.
Reason
To protect the character and appearance of the Rotherham Town Centre Conservation Area in accordance with Policy SP41 ‘Conservation Areas.’

Prior to first occupation, details of measures to facilitate the provision of gigabit-capable full fibre broadband for the development hereby approved, including a timescale for implementation, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.
Reason
In accordance with Local Plan Policy SP61 ‘Telecommunications’ and Chapter 10 of the NPPF.

The cycle storage facilities shown on Drawing 661/02/11 Rev A (received 25/06/2024) shall be provided for future residents before the occupation of the dwellings hereby approved. The cycle facilities shall be retained and maintained throughout the lifetime of the development.

In the interests of sustainable transport choices.
Positive and Proactive Statement
During the determination of the application, the Local Planning Authority worked with the applicant to consider what amendments were necessary to make the scheme acceptable. The applicant agreed to amend the scheme so that it was in accordance with the principles of the National Planning Policy Framework.
