Conditions / Reason for Refusal:	01 The Council considers that a 24hr operation would result in additional activity and general disturbance to local residents in an area where uses opening beyond midnight is not encouraged. The proposal is considered to be contrary to paragraphs 130(f) of the National Planning Policy Framework and adopted Local Plan policies CS27 ‘Community Health & Safety’, SP25 ‘Rotherham Town Centre Evening Economy’ and SP52 ‘Pollution Control’. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this stage to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
