The private drive is considered to be inadequate to cater for the additional vehicular and pedestrian traffic likely to be generated by the proposed development by virtue of its limited width and lack of separate pedestrian facilities. As such that the development, if implemented, would increase the potential for vehicular and vehicular/pedestrian conflict to the detriment of both pedestrian and road safety contrary to the guidance in the South Yorkshire Residential Design Guide and the NPPF.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
