Conditions / Reason for Refusal: 01 The Council considers that the proposed two storey extension does not create a subservient extension and as a result the form and design of the extension would dominate and be out of keeping with other properties in the streetscene. The proposed extension would adversely affect the character of the host property and would be harmful to the visual amenities of the street scene. It is therefore contrary to the NPPF, policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’. Positive and Proactive Statement The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
