The Council considers that the proposed two storey side extension by virtue of its size, scale, modern design and materials of construction represents a inappropriate and alien addition which would be out of character with a traditional single storey bungalow. The extension is not a subservient addition to the original property and would dominate the appearance of the host property. It would be clearly visible and prominent within the street scene and would be harmful to character and appearance of the host property and street scene in general. The choice of materials does not match the existing and would introduce a feature inconsistent with the existing dwelling. As such the development is not considered to meet the design requirements of Local Plan policies CS28 and SP55 and the Supplementary Planning Document - ‘Householder Design Guide’ and the NPPF.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
