The Council considers that the proposed conversion of the public house along with 4 no. additional residential units would represent overdevelopment of the site that is visually at odds with the surrounding urban grain of Rockingham Road which is characterised by dwellings set in generally low density plots of a similar width. This would create a new form of backland development which is of a significantly higher density and of a scale and design which would further exacerbate its visual prominence on the street scene. Consequently the conversion is considered to represent an unsatisfactory form of development that has an overdeveloped and cramped layout with poor living conditions in conflict with Local Plan policies CS28 Sustainable Design, SP55 ‘Design Principles’, the provisions of the NPPF and South Yorkshire Residential Design Guide (SYRDG).
POSITIVE AND PROACTIVE STATEMENT
Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments within the scope of the existing application make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
