Reason for refusal

The Council considers that the loss of the existing feature bay window and the erection of the proposed front extension, by virtue of its projection and width covering the entire front elevation and its design with full length glazed windows would introduce an incongruous feature on the dwellinghouse that would be out of keeping with the character and appearance of the host property and would further unbalance this pair of semi-detached properties. As such the proposal would also be detrimental to the existing streetscene. The proposal is therefore contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ and to the adopted Supplementary Planning Document - ‘Householder Design Guide,’ as well as to the guidance in the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
