Insufficient information has been submitted to determine whether the proposal would be a disproportionate addition and therefore inappropriate development in the Green Belt contrary to Core Strategy Policy CS4 ‘Green Belt,’ and the guidance contained in the National Planning Policy Framework (NPPF) and meet the requirements of being under the 33% volume.

The Council further considers that by reason of its scale the proposed extension does not represent a subordinate extension to the traditional barn conversion property and would be out of keeping with its traditional appearance. The proposal is contrary to Core Strategy Policy CS28 ‘Sustainable Design,’ along with the guidance contained in the National Planning Policy Framework (NPPF) and Council’s SPD Householder Guidance.

By virtue of its overall projection and orientation, the proposed extension is considered harmful to the amenities of the adjacent property by way of overdominating and overbearing built form contrary to the guidance contained in the National Planning Policy Framework (NPPF), Local Plan Policy SP3 ‘Development in the Green Belt’, SPD ‘Development in the Green Belt’ and SPD Householder Design Guidance.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
