The Council considers that the proposals constitute inappropriate development and have a detrimental impact on the openness of the Green Belt in this location. No very special circumstances have been demonstrated to overcome the harm caused in this respect, and the proposals are contrary to Local Plan Policy SP2 ‘Development in the Green Belt’ and the guidance in the NPPF.

The Council considers that the erection of an untreated 2m timber fence, which has resulted in the removal of the front boundary hedge in this location, is detrimental to the visual amenity of the street-scene in this rural location, contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ as well as Supplementary Planning Document - ‘Householder Design Guide’ and the NPPF.

Please note that enforcement action has been authorised requiring either the removal of the fencing in its entirety or the lowering of the front boundary fencing to 1m, with a compliance period of 3 months.
Positive and Proactive Statement:
The applicant did not enter into any pre application discussions with the Local Planning Authority. No amendments have been agreed that would make the scheme accord with the Local Plan or with the principles of the National Planning Policy Framework, resulting in this refusal.
