The proposed scheme if implemented will result in vehicles reversing back into Church Lane in close proximity to its junction with Station Road to the detriment of both road and pedestrian safety.

The proposed residential development on the Multi Use Games Area would be harmful to the amenity of the future occupiers of the residential conversion scheme (RB2020/0414), by virtue of a reduction in on site shared amenity space. As such the proposal would be contrary to The South Yorkshire Residential Design Guide, Local Plan Policy SP55 ‘Design Principles’ and the NPPF.

Due to its proximity and elevated position, the proposed development would be detrimental to the amenity of the occupiers of flat No.13 within the adjoining residential conversion, appearing overbearing, reducing their outlook and restricting natural light to the living room. As such the application is contrary to Policy SP55 ‘Design Principles’, the ‘South Yorkshire Residential Design Guide,’ and the design guidance in the NPPF.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
