Conditions / Reason for Refusal: 01 The development hereby approved must be begun no later than 16/08/23 (5 years from the outline approval). Reason In order to comply with the requirements of the Town and Country Planning Act 1990 and to comply with the conditions of the outline application RB2018/0955. 02 The permission hereby granted and subject to the matters to be considered as part of this outline permission shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications as shown on the approved plans (as set out below) except as shall be otherwise agreed in writing by the Local Planning Authority. (Amended Proposed Elevations 343/3A) (Amended Ground Floor 343/1A) (Amended 1st Floor 343/2B) Reason To define the permission and for the avoidance of doubt. 03 The materials to be used in the construction of the external surfaces of the development hereby permitted shall be in accordance with the details provided in the submitted application form/shown on drawing no343/3A. The development shall thereafter be carried out in accordance with these details. Reason In order to ensure a satisfactory appearance in the interests of visual amenity. 04 The boundary details shown on the amended boundary plan to application RB2020/1058 (received 24 August) shall be undertaken prior to the development being brought into use. Reason In the interest of neighbouring amenity. 05 The rooflights to the side elevations shall be installed a minimum of 1.7 metres above the floor level. The rooflights shall be permanently retained in that condition thereafter and no additional windows or dormers shall be installed without the prior written approval of the Local Planning Authority. Reason In the interest of neighbouring amenity. 06 The wardrobe/store indicated on drawing 343/2B shall not be used as a 3rd bedroom. Reason The proposed room lacks an adequate outlook and one can not be provided due to the proximity of adjoining dwellings. Positive and Proactive Statement During the determination of the application, the Local Planning Authority worked with the applicant to consider what amendments were necessary to make the scheme acceptable. The applicant agreed to amend the scheme so that it was in accordance with the principles of the National Planning Policy Framework.
