The Council considers that the design, location and appearance of the dormer windows and newly created increased roof to the rear, projecting above the existing ridge line, would be harmful to the character and appearance of the host property and the streetscene in general. The scheme is considered to be of a poor design that fails to take account of the existing street scene and the opportunities available for improving the character and quality of the area. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework.

The Council considers that the dormer windows and newly created room in the roofspace would have a significant impact on the amenities of the neighbouring properties and would cause an unacceptable level of overlooking and loss of privacy. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this time to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
