Conditions / Reason for Refusal: 01 The Council considers that the design of the two storey side extension, by virtue of its fenestration details, not being set back from the front elevation and set down from the original roof would create a scheme that would dominate the host property and would be harmful to the character and appearance of the traditional host property and the streetscene in general. The extension is considered to be of a poor design that fails to take the opportunities available for improving the character and quality of an area. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework. 02 The Council considers that the installation of the dormer windows to front of the original property and extension would be out of character and harmful to the host property and be an alien feature when considering the existing streetscene. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework. POSITIVE AND PROACTIVE STATEMENT Whilst the applicant did not enter into any pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and did not require any alterations or modification.
