The proposals would have a detrimental impact on the living conditions of nearby residents by reason of increase noise and disturbance as a result of the intensified use of the outside area of the premises at the Masons Arms contrary to Local Plan Policies CS27 ‘Community Health and Safety’ and SP52 ‘Pollution Control’, and the aims of Wickersley Neighbourhood Plan Policy VC1 ‘Drinking Establishments’.

The proposals would have a detrimental impact on the visual amenity of the locality due to its poor design and materials on a prominent corner site contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 Design Principles, and Wickersley Neighbourhood Plan Policy GP1 ‘High Quality Design’.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature and no amendments have been identified at this stage to make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
