The Council considers that the proposed 4m front extension would form dominant feature on a prominent front elevation that is out of keeping with the character of the existing dwelling. The proposed extension would significantly affect and be detrimental to the appearance of the host property and the street scene. As such it is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s adopted Supplementary Planning Document ‘Householder Design Guide’, and the guidance in the National Planning Policy Framework.

The Council considers that the wall by virtue of enclosing an existing break of high boundary treatment would create a poor street scene which would be harmful to the visual amenities of the area contrary to the SP55 ‘Design Principles’ and CS28 ‘Sustainable Design’ and the advice in the adopted Supplementary Planning Document - ‘Householder Design Guide’.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal
