Conditions / Reason for Refusal: 01 The Council considers that the design of the two storey side extension not being set back from the front elevation and set down from the original roof line, would create a scheme that would not be subservient to the host property and would be harmful to the character and appearance of the host property and the streetscene in general. Furthermore, the increase in height to the extension and original dwelling would result in an overly dominant additional which would be an alien feature and materially harmful to the host property and within the existing street scene and locality. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework. 02 The Council considers that the proposed balcony to the rear is of out of keeping with the host property and would have an unreasonable impact upon the neighbouring properties private amenity space in terms of overlooking and loss of privacy. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature nor would any amendments make it acceptable.
