The Council considers that the additional storey would obtrusively project above that of the neighbouring houses and as such would result in the house looking prominent and incongruous to the detriment of the visual amenity of the host dwelling and the streetscene. Accordingly, the application is in direct conflict with the provisions set out within adopted Local Plan Policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’, the National Planning Policy Framework, the National Planning Practice Guidance and the adopted Supplementary Planning Document ‘Householder Design Guide’.

The Council further considers that the proposed additional storey, by virtue of its height and position, would have a significant impact on the living conditions of the occupiers of the adjacent property at No 2 Middle Lane by way of overbearing impact and loss of light. Accordingly, the proposal is contrary to the aims of Local Plan Policy SP55 ‘Design Principles’ as well as the Supplementary Planning Document – ‘Householder Design Guide’, and would also be in direct conflict with the requirements outlined within the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is considered that it is not possible to support the scheme. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
