Based on the evidence submitted it is considered that the proposed change of use of an existing dwellinghouse (use class C3) to a House in Multiple Occupation (HMO) (use class C4) for use by 5 persons and the erection of a rear conservatory as shown on the submitted plans (FF-167-3 and FF-167-2) would be lawful for planning purposes and would be in compliance with the criteria outlined within Schedule 2, Part 3, Class L and Part 1 Class A of the Town and Country Planning (General Permitted Development) Order 2015, as amended.
