The council considers that the proposed development by virtue of the first floor element of the extension being of excessive width along with the roof not being set down and set back fails to create a subservient addition to the property and due to size and scale of the proposal it is overbearing on the streetscene, and significantly harmful to visual amenity of the area and the immediate locality. Therefore, the application is contrary to the National Planning Policy Framework, Local Plan policies and the Supplementary Planning Document - ‘Householder Design Guide’.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
