Conditions / Reason for Refusal: 01 The Council considers that the proposed development would introduce a large two storey extension to an existing residential property in a prominent location which would have a dominant appearance, be out of character and unbalance the host property. The proposal is visually at odds with the surrounding suburban grain of Parkson Road/Middlefield Road which are characterised by predominantly semi-detached houses of a generally regular size, age and form within similar plot sizes in a broadly low density suburban area. The proposed development would result in an alien feature within the street scene and would be materially detrimental to the character and appearance of the street scene and area in general. The proposal is considered to be in conflict with Local Plan policies CS28 Sustainable Design, SP12 Development on Residential Gardens and SP55 ‘Design Principles’ as well as the general advice within the NPPF. 02 The council further considers that the subdivision of the site into 4 new plots and the subsequent requirement for on site car parking leads to a car dominated frontage of the development which combined with the loss of much of the original garden area further increases the urbanisation of the plot. The rear bin storage area similarly leads to a fragmented rear garden area which erodes the overall useable amenity areas for future occupants leading to an overall unsatisfactory layout and lack of private amenity space which conflicts with the advice within the South Yorkshire Residential Design Guide (SYRDG), Local Plan policies CS28 Sustainable Design, SP12 Development on Residential Gardens and SP55 ‘Design Principles’. POSITIVE AND PROACTIVE STATEMENT Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature and although the submitted scheme was slightly amended this was insufficient to make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
