The Council considers that insufficient information and justification has been submitted to support the applicant’s claim that there is an established agricultural use taking place on the site and that the proposed building will be used in association with any such established use. The development therefore represents inappropriate development in the Green Belt and, by way of its size and location, has a materially adverse effect on the openness of the Green Belt and would lead to an unacceptable level of encroachment, harming the visual amenity and character in this location. No very special circumstances have been demonstrated to overcome the harm caused by the inappropriate development, and other harm caused, and consequently the proposal is in conflict with Policies SP2 and SP7 of the adopted Local Plan as well as the guidance contained within the NPPF.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
