The Council considers that the two Illuminated wall mounted billboards, by virtue of their overall size and position facing the busy College Road Roundabout together with the illumination would constitute a significant source of distraction to motorists, to the detriment of the safe flow of other traffic. Accordingly, the proposal is contrary SP60 Advertisements and the guidance in the National Planning Policy Framework.

POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to part delete elements of the proposal, the applicant has requested the scheme be considered in its entirety. Some elements of the adverts were not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this part grant, part refusal.
