The Council considers that the proposed front extension which extends the full width of the front of the existing property would materially affect the character of the host property and form an incongruous feature that would be out of keeping with the existing dwelling. The proposed extension would unbalance the pair of semi-detached properties and would be harmful to the visual amenities of the street scene. It is therefore contrary to the NPPF, policies CS28 ‘Sustainable Design’ and SP55 ‘Design Principles’ of the Local Plan and the adopted Supplementary Planning Document - ‘Householder Design Guide’.
Positive and Proactive Statement
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
