The Council considers that the proposed garage by virtue of its prominent position in the front garden would introduce an incongruous and visually intrusive feature in the street scene, and would appear out of keeping and harmful to the area. As such, the proposal would be detrimental to the visual amenity of the area contrary to the National Planning Policy Framework, Local Plan policies CS23 Valuing the Historic Environment, CS28 Sustainable Design and SP41 Conservation Areas and SP55 Design Principles and guidance contained in the Adopted Supplementary Planning Document - ‘Householder Design Guide’.

The Council considers that the proposed cladding materials proposed on the main dwelling house would appear incongruously within the Whiston Conservation Area and would fail to preserve or enhance the Whiston Conservation Area.
Accordingly, the proposal is contrary to the National Planning Policy Framework, Local Plan policies CS23 Valuing the Historic Environment, CS28 Sustainable Design and SP41 Conservation Areas and SP55 Design Principles and guidance in the Adopted Supplementary Planning Document - ‘Householder Design Guide’.
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant did not enter into pre application discussions with the Local Planning Authority, discussions were had during the discussion period for the planning application, however these identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. The scheme is not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
