The Council considers that the removal of the condition attached to planning approval RB1992/0759 to allow the sale of alcohol would not be in compliance with Green Belt policies as it is not considered to be an essential facility for outdoor recreation, so would represent inappropriate development, and would lead to an intensification of the site to the detriment of the openness of the Green Belt, and residential amenity. No very special circumstances have been demonstrated to justify the harm caused.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
