Conditions / Reason for Refusal: 01 The development hereby permitted shall be commenced before the expiration of three years from the date of this permission. Reason In order to comply with the requirements of the Town and Country Planning Act 1990 02 The premises shall be used as a residential care home only and for no other purpose (including any other purpose in Class C2 of the Schedule to the Town and Country Planning (Use Classes) Order 2987, (or any Order revoking and re-enacting that Order with or without modification). Reason The premises are not considered suitable for general use within the Class quoted for amenity and highway reasons. 03 The number of children cared for at the site shall be limited to a maximum of 5 at any one time. Reason In accordance with the details submitted with the application and for the avoidance of doubt. 04 Before the development is brought into use the car parking area shown on Drg No A102REVB Rev1 shall be provided, marked out and thereafter maintained for car parking Reason To provide adequate on site parking. 05 Before the development is brought into use the sight lines indicated on Drg No A102REVB Rev1 shall be rendered effective by removing or reducing the height of anything existing on the land between the sight line and the highway which obstructs visibility at any height greater than 900mm above the level of the nearside channel of the adjacent carriageway and the visibility thus provided shall be maintained Reason In the interest of Highway Safety. Informative This change of use does not include the Illegal Conservatory to the front of the property, which has an outstanding enforcement notice for its demolition. POSITIVE AND PROACTIVE STATEMENT Whilst the applicant did not enter into any pre application discussions with the Local Planning Authority, the proposals were in accordance with the principles of the National Planning Policy Framework and did not require any alterations or modification.
