It is considered that the applicant has shown that the proposed use of the building falls within Use Class C2 of The Town and Country Planning (Use Classes) Order, as amended, and due to the limited coming and goings and the single child being cared for with two staff members at all times on 48hr shifts that there is no material planning change of use.
First Schedule
Use of building as a care home (Use Class C2) for 1 child and 2 staff, who are on a minimum 48 hour rotation basis.
