The proposed two storey extension would be detrimental to the character of the barn conversion by way of its scale, form and fenestration, as well as the setting of the Grade II listed building Conduit House Farm and no public benefit has been provided to justify the less than substantial harm to the designated heritage assets. As such the proposal would be contrary to Core Strategy Policies CS23 ‘Valuing the Historic Environment’ and CS28 ‘Sustainable Design’, as well as Policy SP40 ‘Listed Buildings’ and SP43 ‘Conserving and Recording the Historic Environment’ and guidance contained in the NPPF.
