Conditions / Reason for Refusal: Reason(s) for Refusal 01 The proposal would result in disproportionate additions over and above the size of the original building and therefore would constitute inappropriate development in the Green Belt, and would have an adverse impact on the openness of the Green Belt, which should only be allowed in very special circumstances which have not been demonstrated in this instance. The proposal is therefore contrary to Local Plan Policies CS4 ‘Green Belt’ and Policy SP4 ‘Extensions to Buildings in the Green Belt’ and the guidance contained in the National Planning Policy Framework. 02 The proposed two storey extension would be detrimental to the character of the barn conversion by way of its scale, form and fenestration, as well as the setting of the Grade II listed building Conduit House Farm and no public benefit has been provided to justify the less than substantial harm to the designated heritage assets. As such the proposal would be contrary to Core Strategy Policies CS23 ‘Valuing the Historic Environment’ and CS28 ‘Sustainable Design’, as well as Policy SP40 ‘Listed Buildings’ and SP43 ‘Conserving and Recording the Historic Environment’ and guidance contained in the NPPF. 03 The proposed extension would directly overlook the neighbouring property known as The Byre, materially harming the residential amenity of neighbouring residents. As such, the proposal would be contrary to Local Plan Policy SP55 ‘Design Principles.’ POSITIVE AND PROACTIVE STATEMENT Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
