Conditions / Reason for Refusal: 01 The Council is of the opinion that the proposed mixed use site, including equestrian activities, ancient woodland and a former quarry, does not benefit from agricultural permitted development rights and there is inadequate evidence that the applicant farms more than 5 hectares of land contrary to the requirements of the GPDO, Schedule 2, Part 6. 02 The Local Planning Authority have not been presented with any evidence to suggest there is a reasonable agricultural need or that the case (in relation to a functional need for the building) is sufficient to justify the building in this isolated location. Furthermore, the low rise nature of the building makes it unsuitable for the agricultural equipment for which the applicant claims the building would be used for. 03 The application site lies within an isolated countryside location away from existing buildings. The proposed development constitutes an undesirable sporadic development in the open countryside and by virtue of its siting, would result in an unacceptable detrimental impact on the visual amenity and character of the area and setting of the ancient woodland.
