The Council considers that the two storey rear extension hereby proposed is of a poor design that is wholly at odds with the character of the host property and would detrimentally affect its appearance. It is further considered that due to its position, size and design it would be unduly prominent in the streetscene when viewed from The Meadows and would create a development which would be detrimental to the character and appearance of the streetscene. Accordingly, the proposal is contrary to Local Plan Policy SP55 ‘Design Principles’, the advice set out in the Council’s Supplementary Planning Document, and the guidance in the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. It is considered that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
