Conditions / Reason for Refusal: 01 The Council considers that the proposed front alterations, by virtue of the removal of the joint gable feature and the other architectural detailing, and the front projection, would unbalance this pair of semi detached dwellings. As such, it is significantly harmful to the character and appearance of the host property and the streetscene in general, contrary to Local Plan Policies SP55 ‘Design Principles’ and CS28 ‘Sustainable Design,’ the advice in the Supplementary Planning Document - ‘Householder Design Guide,’ and the National Planning Policy Framework. 02 The Council considers that the proposed first floor balcony in close proximity to the boundary with No.116 Rotherham Road would result in overlooking & a loss of privacy to their private garden area. As such, the balcony would be detrimental to the amenities of the occupiers of this neighbouring property contrary to Local Plan Policy SP55 ‘Design Principles’ and the adopted Supplementary Planning Document - ‘Householder Design Guide’ as well as paragraph 127 of the National Planning Policy Framework. 03 The Council further considers that the proposed extension to the annex by virtue of its size and self-contained facilities, exceeds what is reasonably necessary to provide ancillary living accommodation. Accordingly, the proposal is contrary to Local Plan Policies CS28 ‘Sustainable Design’ and Policy SP55 ‘Design Principles’ and the Supplementary Planning Document - ‘Householder Design Guide’ as well as the National Planning Policy Framework. 04 The proposed annex by virtue of its size and position would harm the amenity of No.116 Rotherham Road and result in overlooking of No.124 Rotherham Road. As such, the proposal would be contrary to Local Plan Policy SP55 ‘Design Principles’ and the adopted Supplementary Planning Document - ‘Householder Design Guide’ as well as paragraph 127 of the National Planning Policy Framework. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
