The Council considers that the proposed extended garage and raising of the roof height to form rooms in the roofspace by virtue of its overall height, size and proximity to the neighbouring properties of Laycock Avenue and their private amenity space, would have an adverse impact on the amenity of the residents of those properties by way of overbearing impact. Accordingly, the proposal is contrary to Local Plan Policy SP55 ‘Design Principles’, the advice set out in the Council’s adopted Supplementary Planning Document, and the guidance in the National Planning Policy Framework.
Informative:
The plans have been amended during the course of the application to remove velux windows from the rear roof slope and the application has been determined in respect of the revised plans, Drawing Name: Elevations and Layouts received on the 28th of April 2021.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Whilst discussions during the determination of the application have identified a possible acceptable alternative to this proposal, the applicant has been unwilling to amend the scheme. This was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
