The Council considers that the design and materials of the proposed porch extension and the French Doors harms the architectural and historic and vernacular character of this former agricultural building by harming the original design concept of the flat façade and overly domesticating the property. Furthermore, the extension would harm the setting and the overall character and appearance of this complex of former agricultural buildings and the setting of the Grade II Listed Building known as Fitz Turgis by diminishing the agricultural character of the property and the wider site. It is considered that this harm to the character and appearance of the property and the wider site and would lead to less than substantial harm to the setting of this Grade II Listed Building. As such, the proposed extension and French window is contrary to Local Plan Policies CS23 ‘Valuing the Historic Environment’ and SP40 ‘Listed Buildings’ as well as advice contained in the National Planning Policy Framework.
POSITIVE AND PROACTIVE STATEMENT
The applicant did not enter into any pre application discussions with the Local Planning Authority. Discussions during the determination of the application have identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
