Conditions / Reason for Refusal: 01 The Council considers that the design, materials and form of the proposed single storey and two storey side extension harms the architectural and historic character of this attractive Victorian Villa. Furthermore, the height of the boundary wall would appear out of character with the surrounding area. It is considered that this harm to the character and appearance of the property and the wider site, would lead to less than substantial harm to Moorgate Conservation Area. As such, the proposed extension and wall is contrary to Local Plan Policies CS23 ‘Valuing the Historic Environment’, CS28 ‘Sustainable Design’ SP40 ‘Listed Buildings,’ SP41 ‘Conservation Areas’ and SP55 ‘Design Principles’ as well as advice contained in the National Planning Policy Framework. 02 The Council considers that the design and form of the two storey side extension, in close proximity to the boundary with Casa Quinta, Moorgate Grove, would appear overbearing against the boundary and would materially harm the outlook of residents of Casa Quinta, Moorgate Grove. As such, the proposed extension is contrary to Local Plan Policy SP55 ‘Design Principles’ and advice contained in the Council’s adopted Supplementary Planning Document ‘Householder Design Guide’ as well as guidance in the NPPF. POSITIVE AND PROACTIVE STATEMENT The applicant did not enter into any pre application discussions with the Local Planning Authority. It is considered that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. It was not considered to be in accordance with the principles of the National Planning Policy Framework and resulted in this refusal.
