The development hereby permitted shall be commenced before the expiration of three years from the date of this permission.

In order to comply with the requirements of the Town and Country Planning Act 1990.

The permission hereby granted shall relate to the area shown outlined in red on the approved site plan and the development shall only take place in accordance with the submitted details and specifications as shown on the approved plans (as set out below)

The materials to be used in the construction of the external surfaces of the development hereby permitted shall be in accordance with the details provided in the submitted application form/shown on drawing (floor plans C3417-1). The development shall thereafter be carried out in accordance with these details.

In order to ensure a satisfactory appearance in the interests of visual amenity and in accordance with Core Strategy Policy CS28 Sustainable Design.

Before the proposed development is brought into use, a scheme shall be submitted to and approved in writing by the Local Planning Authority detailing how the use of sustainable/public transport will be encouraged. The agreed details shall be implemented in accordance with a timescale to be agreed by the Local Planning Authority.

Prior to the first occupation of the unit a final noise assessment shall be submitted to and approved in writing by the Local Planning Authority. The noise assessment shall demonstrate that the measures outlined in the initially approved noise assessment (ref RP Acoustics NA/1020/21/022/v1.0, dated 6th March 2021, with particular emphasis on sections 5.01-5.07) can be achieved as stated.

In order to achieve and acceptable level of noise to the surroundings.

The change of use hereby permitted shall be as a C1 Hotel Use only for short term guests as indicated within the planning supporting documents.
Reason
To define the permission and for the avoidance of doubt. Any future long term residential stays (eg more than one month) for use as their main residence is likely to fall within the category of a HMO.

The applicant is reminded that any front canopy which lies over the footway at the entrance to reception will require a Licence from RMBC’s Highways Unit (HighwaysDeliveryTeam@rotherham.gov.uk; Aimee.Baker@rotherham.gov.uk).

The applicant is also reminded that the 2 No. fire escapes at ground floor level should be recessed so as not to encroach into the public highway.
Positive and Proactive Statement
Whilst the applicant did not enter into any formal pre application discussions with the Local Planning Authority, subject to the additional information submitted on policy, sequential test details and the noise survey, the proposals were then considered to be in accordance with the principles of the National Planning Policy Framework and did not require any further alterations or modification.
