The proposed dwelling would be remote from public facilities and public transport to those facilities and would rely on access by car thereby resulting in an unsustainable form of development in conflict with Local Plan Policy CS14 ‘Accessible Places and Managing Demand for Travel’ and the aims and objectives set out within the NPPF.

The Council does not consider that the applicant has submitted sufficient evidence to demonstrate that the site has operated as an agricultural use prior to March 2013, or for ten consecutive years prior to the submission of this application. Consequently the site does not meet the requirements of Part Q and the conversion of the building to a residential dwelling is therefore not Permitted Development as set out in the General Permitted Development Order (as amended).
POSITIVE AND PROACTIVE STATEMENT
Whilst the applicant entered into pre application discussions with the Local Planning Authority these identified that it is not possible to support a scheme of this nature nor would any amendments make it acceptable. The application was submitted on the basis of these discussions and it was not considered to be in accordance with the principles of the National Planning Policy Framework resulting in this refusal.
