Conditions / Reason for Refusal: The proposed development would be located on an out of centre site as defined by the NPPF. There are sequentially preferable sites on the edge of Rotherham town centre which are suitable and available for development of the proposed hotel (C1) and public house/restaurant use (A3/A4). The proposal therefore fails to comply with the requirements of the sequential test set out in paragraph 24 of the NPPF, and as such is contrary to paragraph 27 of the NPPF, and guidance in the PPS4 Practice Guidance on need, impact and the sequential approach, Regional Spatial Strategy Policies YH4’ Regional Cities and Sub Regional Cities and Towns’, E2 ‘Town Centre and Major Facilities’ and Rotherham Unitary Development Plan polices EC3.1 ‘Land Identified for Industrial and Business Use’, EC3.3 ‘Other Development within Industrial and Business Areas’ and EC6 ‘Tourism and Visitor Development’
