The Council considers that the proposed rear dormer extension, by virtue of its size, design and position in relation to the host building would form an incongruous feature, which would be detrimental to the open setting of the host property. As such, the proposal is contrary to UDP Policy ENV3.1 'Development and the Environment', and to UDP Supplementary Planning Guidance (SPG) - Housing Guidance 1'Householder Development (Adding rooms in the roof space).

The Council further considers that the proposed extension would by virtue of its size, scale and location would have an unacceptable overbearing effect on the adjoining property (24 Kynance Crescent) and would thereby be materially detrimental to the amenities currently enjoyed by the occupiers of this dwelling.
