The Council considers that the dominant massing of the single storey side extension in such close proximity to the adjacent dwelling would consequentially lead to a reduction in the existing levels of residential amenity currently afforded to the occupiers of no.19 Grange Road by the creation of an enclosing outlook, thereby conflicting with UDP Policy ENV3.1 'Development and the Environment'.

The Council considers that the development does not make a positive contribution to the environment by achieving an appropriate standard of design having regard to its relationship with the adjacent dwelling, thereby conflicting with UDP Policy ENV3.1 'Development and the Environment' and the UDP adopted Supplementary Planning Housing Guidance Note: 1 to the detriment of the street scene in general.
